The water molecules are polar in nature hence each of the water molecule are prone to form hydrogen bonds among the most polar molecules. The hydrogen bonds formed among the water molecules are strong enough due to high polarity. Hence the hydrogen bond forming capacity is responsible for the cohesion between the water molecules.
