Let's do this in steps.

#1. Subtract 4 from both sides.

16x = -4

#2. We'd technically be done, but we need to divide 16 into 4 which is a fraction.

x = -14/6

#3. Simplify 14/6 to 1/4.

x = 1/4.

Decimal form is -0.25.
