Answer:

Denote that line : y = ax +b

That line parallel to -3x+2y=-14 <=> y = 3/2(x)-7

=> a = 3/2

That line passes F(3,1) => (3/2) x 3 + b =1,

=> b = 1 - 9/2 = -7/2

=> y = (3/2)x -7/2
