A flash flood is when to much water overflows a certain area. This is common with storms. When it rains; small bridges tend to floor. Garages, basements, and cellars can tend to flood as well from storms.
In the time of severe weather with heavy rain, there is usually floods that happen really quickly and suddenly, known to be a flash flood. When extra water fills the empty water bed with flowing river, then suddenly water rapidly rises in a short amount of time.
