Any number that you can write down on paper ... with digits, a fraction bar,
and a decimal point ... is a rational number. 

If it uses only digits, then it's an integer.  If it needs a fraction bar or a decimal
point, then it's NOT an integer.  But if you can write the whole thing on paper,
without any other symbols or comments, then it's a rational number.
