The debate between North and South over counting slave populations ended with the Three-Fifths Compromise. The debate centered over if slaves should be counted when determining a state's total population for legislative representation and for taxation purposes. This would then determine the number of seats in the House for each state. The North saw the slaves as individuals, while the South did not, so they ended up counting them as 3/5 of an individual.
