Yes, because if they are capable of doing a crime they are capable of taking responsibility for it as well. If they aren't punished they will continue to repeat the crime and became a bigger problem. if they do the crime they need to serve the time. If they are capable of committing the crime they need to be treated like adults in order to fix the problem they have created.
